Explanation of Terms

Visa Classification: The type of nonimmigrant visa you are applying for.

Fee: The reciprocity fee, also known as the visa issuance fee, you must pay. This fee is in addition to the nonimmigrant visa application fee (MRV fee).

Number of Entries: The number of times you may seek entry into the United States with that visa. "M" means multiple times. If there is a number, such as "One", you may apply for entry one time with that visa.

Validity Period: This generally means the visa is valid, or can be used, from the date it is issued until the date it expires, for travel with that visa. If your Validity Period is 60 months, your visa will be valid for 60 months from the date it is issued.

  1. The validity of A-3, G-5, and NATO 7 visas may not exceed the validity of the visa issued to the person who is employing the applicant. The "employer" would have one of the following visa classifications:

    • A-1
    • A-2
    • G-1 through G-4
    • NATO 1 through NATO 6

  2. An E-1 and E-2 visa may be issued only to a principal alien who is a national of a country having a treaty, or its equivalent, with the United States. E-1 and E-2 visas may not be issued to a principal alien if he/she is a stateless resident or national of a country without a treaty.  *When the spouse and children of an E-1 or E-2 principal alien are accorded derivative E-1 or E-2 status and are themselves a national of a country that does not have a treaty with the United States – the reciprocity schedule, including any reciprocity fees, of the principal alien’s country of nationality should be used.  **Spouse and children of an E-1 or E-2 visa principal applicant, where the spouse and children are also nationals of a country that has a treaty with the United States – the reciprocity schedule, including any reciprocity fees, of the spouse and children’s country of nationality should be used.  

    *Example 1: John Doe is a national of Country A that has an E-1/E-2 treaty with the U.S. however his wife and child are nationals of Country B which has no treaty with the U.S. The wife and child would, therefore, be entitled to derivative status and receive the same reciprocity as John Doe, the principal visa holder.

    **Example 2:  Mike Doe is a national of Country Y that has an E-1/E-2 treaty with the U.S. however his wife and child are nationals of Country Z that also has a treaty with the U.S. The wife and child would, therefore, be entitled to derivative status and receive the reciprocity issued to nationals of Country Z.

  3. The validity of H-1 through H-3, O-1 and O-2, P-1 through P-3, and Q visas may not exceed the period of validity of the approved petition or the number of months shown, whichever is less.

    Under 8 CFR §214.2, H-2A and H-2B petitions may generally only be approved for nationals of countries that the Secretary of Homeland Security has designated as participating countries. The current list of eligible countries is available on USCIS's website for both H-2A and H-2B visas. Nationals of countries not on this list may be the beneficiary of an approved H-2A or H2-B petition in limited circumstances at the discretion of the Department of Homeland Security if specifically named on the petition.  

    Derivative H-4, L-2, O-3, and P-4 visas, issued to accompanying or following-to-join spouses and children, may not exceed the validity of the visa issued to the principal alien.

  4. There is no reciprocity fee for the issuance of a J visa if the alien is a United States Government grantee or a participant in an exchange program sponsored by the United States Government.

    Also, there is no reciprocity fee for visa issuance to an accompanying or following-to-join spouse or child (J-2) of an exchange visitor grantee or participant.

    In addition, an applicant is eligible for an exemption from the MRV fee if he or she is participating in a State Department, USAID, or other federally funded educational and cultural exchange program (program serial numbers G-1, G-2, G-3 and G-7).

    However, all other applicants with U.S. Government sponsorships, including other J-visa applicants, are subject to the MRV processing fee.

  5. Under the North American Free Trade Agreement (NAFTA), Canadian and Mexican nationals coming to engage in certain types of professional employment in the United States may be admitted in a special nonimmigrant category known as the "trade NAFTA" or "TN" category. Their dependents (spouse and children) accompanying or following to join them may be admitted in the "trade dependent" or "TD" category whether or not they possess Canadian or Mexican nationality. Except as noted below, the number of entries, fees and validity for non-Canadian or non-Mexican family members of a TN status holder seeking TD visas should be based on the reciprocity schedule of the TN principal alien.

    Canadian Nationals

    Since Canadian nationals generally are exempt from visa requirement, a Canadian "TN' or "TD" alien does not require a visa to enter the United States. However, the non-Canadian national dependent of a Canadian "TN", unless otherwise exempt from the visa requirement, must obtain a "TD" visa before attempting to enter the United States. The standard reciprocity fee and validity period for all non-Canadian "TD"s is no fee, issued for multiple entries for a period of 36 months, or for the duration of the principal alien's visa and/or authorized period of stay, whichever is less. See 'NOTE' under Canadian reciprocity schedule regarding applicants of Iranian, Iraqi or Libyan nationality.

    Mexican Nationals

    Mexican nationals are not visa-exempt. Therefore, all Mexican "TN"s and both Mexican and non-Mexican national "TD"s accompanying or following to join them who are not otherwise exempt from the visa requirement (e.g., the Canadian spouse of a Mexican national "TN") must obtain nonimmigrant visas.

    Applicants of Iranian, Iraqi, Libyan, Somalian, Sudanese, Syrian or Yemeni nationality, who have a permanent resident or refugee status in Canada/Mexico, may not be accorded Canadian/Mexican reciprocity, even when applying in Canada/Mexico. The reciprocity fee and period for "TD" applicants from Libya is $10.00 for one entry over a period of 3 months. The Iranian and Iraqi "TD" is no fee with one entry over a period of 3 months.

  6. Q-2 (principal) and Q-3 (dependent) visa categories are in existence as a result of the 'Irish Peace Process Cultural and Training Program Act of 1998'. However, because the Department anticipates that virtually all applicants for this special program will be either Irish or U.K. nationals, the Q-2 and Q-3 categories have been placed only in the reciprocity schedules for those two countries. Q-2 and Q-3 visas are available only at the Embassy in Dublin and the Consulate General in Belfast.

  7. No S visa may be issued without first obtaining the Department's authorization.

  8. V-2 and V-3 status is limited to persons who have not yet attained their 21st birthday. Accordingly, the period of validity of a V-2 or V-3 visa must be limited to expire on or before the applicant's twenty-first birthday.

  9. Posts may not issue a T-1 visa. A T-1 applicant must be physically present in the United States, American Samoa, the Commonwealth of the Northern Mariana Islands or a U.S. port of entry, where he/she will apply for an adjustment of status to that of a T-1. The following dependents of a T-1 visa holder, however, may be issued a T visa at a U.S. consular office abroad:

    • T-2 (spouse)
    • T-3 (child)
    • T-4 (parent)
  10. The validity of NATO-5 visas may not exceed the period of validity of the employment contract or 12 months, whichever is less.

  11. The validity of CW-1 and CW-2 visas shall not exceed the maximum initial period of admission allowed by DHS (12 months) or the duration of the transition period ending December 31, 2014, whichever is shortest.

  12. The validity of E-2C visas shall not exceed the maximum initial period of admission allowed by DHS (24 months) or the duration of the transition period ending December 31, 2014, whichever is shortest.

Document Name: Akta Kelahiran

Issuing Authority: Civil Registry Office (Disdukcapil) that has jurisdiction over the person’s place of birth.

Special Seal(s) / Color / Format: A paper material with a specific design, color and size are available, however starting July 2020, the Indonesian government introduced a new self-print document system with QR codes. These QR codes make it easy to verify the documents, as they connect to the official website to confirm their legitimacy. The government isn't simultaneously using the new format, so it's possible to still see the old format even after July 2020.

Issuing Authority Personnel Title: Civil Registry Officials (Pejabat Pencatatan Sipil (PPS) - Kepala Disdukcapil Provinsi/Kabupaten/Kota (Head of the provincial/regency/city civil registry office).

Registration Criteria: To register their child in the national database, parents must report the birth to the Civil Registry service point at their sub-district office within 60 days. Afterwards, parents will receive an Excerpt of Birth Certificate printed on legal-size paper as proof of registration. Here are the required documents:

  1. Original birth report from the hospital/doctor/midwife.
  2. Marriage book or certificate – if applicable.
  3. Divorce certificate – if applicable.
  4. Family card (Kartu Keluarga) for residents or Non-Permanent Residence Card (SKPNP) for non-permanent residents.
  5. National ID card (Kartu Tanda Penduduk or KTP) of parent(s) and 2 witnesses.
  6. Passport for Foreigners.
  7. Police certificate for children of unknown origin.

Procedure for Obtaining:

  1. Complete an application, gather all the required documents, and schedule an appointment based on the method specified by the office with jurisdiction over the person’s place of birth.
  2. Attend the appointment and receive a collection receipt.
  3. Once issued, the document can be collected.

Certified Copies Available: Certified copies are available for birth certificates using the special format (old version). For the QR code version, certified copies are unnecessary, as the QR code itself verifies the document's legitimacy.

Alternate Documents: Surat Kenal Lahir

Exceptions: None

Comments: A birth certificate is a valid proof of birth issued by the Civil Registry Office.  If the father is not married to the child's mother at the time of birth registration, his name will generally not appear on the birth certificate. When a child's birth is reported, they will be added to the family card and assigned an identification number (Nomor Induk Kependudukan or NIK). This number is essential for accessing government services and civil documents. The birth certificate is the essential document required to apply for the national ID card, family card and passport.  It is also required to enroll in school, register for marriage, obtain insurance, family allowance, and pension funds.

Recently, a new policy regarding the registration process for civil documents has been issued. The Department of Population and Civil Registration no longer allows local production of civil documents, except for national ID card (KTP) and child ID card (Kartu Identifikasi Anak or KIA), which follow a national standard. Now, most civil certificates are available electronically in a centrally controlled civil registry database. The public is expected to access, download, and print these documents on regular paper. The printed documents contain a QR code instead of an official signature, which can be scanned by any QR scanning app or cell phone camera. This nationwide practice started in early July 2020.

Fees: There are no fees, except if the wedding takes place outside of the Office of Religious Affairs (Kantor Urusan Agama or KUA).

  3. Family card (Kartu Keluarga).
  4. Birth certificates.
  5. 2×3 passport photos (4 pieces) and 4×6 passport photos (4 pieces) with red or blue background.

Additional document for Foreigners:

1.       Certificate of No Impediment (CNI) is an affidavit stating that you are legally free to marry, please see this link for more information Marriage - U.S. Embassy & Consulates in Indonesia.

2.       National ID card (Kartu Tanda Penduduk or KTP) for Permanent residence permit card (KITAP) holder.

3.       Certificate of Domicile (Surat Keterangan Tempat Tinggal or SKTT) for Temporary Residence permit card (KITAS) holder.

Requirement for Non-Muslim Ceremony:

If both parties are non-Muslim, it is necessary to have a religious marriage ceremony first and then register the marriage with the Civil Registry. The Civil Registry will issue a Marriage Certificate as proof of a legal marriage. Without this registration, a non-Muslim wedding is not recognized as legal.

Documents requirement:

  1. Letter of Marriage Issued by a Religious Leader.
  2. National ID card (KTP) or passport.
  3. Three color photographs of you with your spouse, sized 4x6 cm.
  4. Family card (Kartu Keluarga).
  5. For divorcee: divorce decree from all previous marriages.
  6. For widows/widowers: spouse's death certificate.
  7. National ID card (Kartu Tanda Penduduk or KTP) of two witnesses.
  8. Parent’s consent for anyone under 21 years of age.

The adoption administration fee will be charged reasonably and should be paid directly to the Cashier, the Adoption Coordinator, or the Social Worker.

Document Name: Putusan Pengadilan Mengenai Pengangkatan Anak.

Special Seal(s)/Color/Format: A paper material with a specific design, color and size are available.

Registration Criteria:

  1. Letter of approval for adopting an Indonesian child from the concerned Embassy.
  2. Marriage certificate.
  3. Birth certificates of both parents.
  4. Previous birth certificate of the child (if applicable).
  5. References from close relatives from both sides.
  6. Health statement by a medical practitioner in Indonesia for the adopting parents, and a statement from a gynecologist regarding involuntary childlessness from a government hospital.
  7. Income statement.
  8. Statement of good conduct for the parents issued by the police.
  9. Three photographs of both parents, sized 4x3 cm.
  10. Statement from the adoptive parents that they will contact the Indonesian Embassy in future area(s) of residence (with stamp duty IDR 6000).
  11. Motivation for adoption by adoptive parents (with stamp duty IDR 6000).
  12. Statement of domicile from the relevant Embassy in Jakarta and from the local regent (RT/RW/Lurah/Camat Office).
  13. Photocopies of passports and temporary residence permit card from the adoptive parents.
  14. Statement of guarantee from the relevant Embassy that the adoptee will be allowed to enter the country of future residence, and that under the legislation, an adopted child becomes a child of the adopters as if the child had been born to them.
  15. Letter of statement confirming that the adopted child will be registered for education and health insurance.

  1. Documents No. 2-5 must be authenticated by the Indonesian Embassy of the country of origin.

  4. In Jakarta, adoption shall be administered by Yayasan Sayap Ibu, a foundation appointed by the Government of Indonesia.

Document Name: Kartu Tanda Penduduk Elektronik (KTP-el)

Issuing Authority: Sub-district office (Kantor Kelurahan) that has jurisdiction over the person’s place of residence.

Special Seal(s) /Color/Format: The older, and more common, version of the KTP has no significant security features. The Government of Indonesia began rolling out a central database, electronic KTP in 2012 to record KTP information, including fingerprints, with the goal of a single national ID number for each Indonesian card holder.

Issuing Authority Personnel Title: Head of the sub-district (Lurah).

Registration Criteria:

  1. Family card (Kartu Keluarga).
  2. At least 17 years old or already married/have been married.

Procedure for Obtaining:

  1. Complete an application, gather all the required documents, and schedule an appointment based on the method specified by the office with jurisdiction over the person’s residence.
  2. Attend the appointment and receive a collection receipt.
  3. Once issued, the document can be collected.

Exceptions: None

Comments: This document is valid for a lifetime. Residents who already have an electronic Identity Card (KTP-el) do not need to extend the validity period of their KTP, even if an expiration is indicated on the card. Therefore, an expired KTP-el does not need to be renewed as it remains valid for a lifetime.

Document Name: Surat Keterangan dari Lembaga Pemasyarakatan or Catatan Pemasyarakatan or Surat Keterangan Tahanan or Surat Keterangan Narapidana.

Issuing Authority: Head of the prison where the imprisonment occurred.

Special Seal(s)/Color/Format: Document will generally include the official logo or emblem of the Indonesian prison system or the Ministry of Law and Human Rights (Kementerian Hukum dan HAM), which oversees the Directorate General of Corrections. There will be an official stamp or seal to verify the authenticity of the document. The seal could include the name of the prison, the issuing authority, and a date of issuance.

Military Records

Fees: There are no fees.

Document Name: Surat Keterangan Pengabdian or Surat Keterangan Militer or Sertifikat Militer.

Issuing Authority: For those serving since 1950 with the rank of lieutenant and higher, records are issued by the General Personnel Office (Dan Jen Induk Personil). Military records are primarily issued and managed by the Indonesian National Armed Forces (Tentara Nasional Indonesia, or TNI) and its various branches.

Alternate Documents: Records are not available for either enlisted personnel or officers who served before 1950. However, if required, the individual can execute an affidavit before the Bupati or Camat (under the jurisdiction of the Ministry of Home Affairs). The affidavit must be verified and approved by the appropriate authorities of the Minister of Defense in Jakarta or the relevant Central Personnel Office.

The military records of Dutch nationals and citizens formerly or presently residing in Indonesia ("the Uittreksel uit het Stamboek and de straflijst") can be obtained free of charge only from The Hague, Netherlands. Records for individuals who served in the "KL" (army and air force) are obtained from the Ministry of Admiralty, while records for those who served in the "KNIL" are obtained from the Military Affairs Section of the Ministry of Union and Overseas Affairs.

Registration Criteria:

  1. Complete a passport application form.
  2. National ID card (Kartu Tanda Penduduk or KTP) or certificate of moving abroad.
  3. Family card (Kartu Keluarga)
  4. Birth certificate, marriage certificate or marriage book, school diploma or a baptismalized certificate.
  5. Indonesian citizenship certificate for Foreign Nationals who are acquire Indonesian citizenship or submitting the certificate of citizenship in accordance with the legislation.
  6. Statement letter of name changes (for those who have changed their names) issued by an authorized official.
  7. Prior passport (if any).
  8. Additional documents for children under 17.

Procedure for Obtaining:

  1. Create an Account on the Online Passport Queue Application (Antrian Paspor Online).
  2. Prepare the Required Documents for Passport Application.
  3. Visit the Immigration Office for data verification, document checks, and an interview.

Alternate Documents: In September 1994, the Government of Indonesia changed the format of its " Travel Document in lieu of a passport (Surat Perjalanan Laksana Paspor or SPLP). This document is now a passport type booklet consisting of sixteen pages with the bearer's photo and biographic data appearing on page one. It is light green in color with gold embossed writing. This document may be valid for a period of up to two years and can be considered a passport valid only for one trip.  It is usually issued to persons who lose their passports overseas, enabling them to return to their home country.

Comments:  The Government of Indonesia (GOI) offers regular passports at offices nationwide.  In Jan 2015, The GOI also began offering ICAO-standard e-passports at prime issuance locations in major cities.  Data stored in the electronic data chip allows the passport holder to enter certain countries, notably Japan, without a visa.  Despite the advantages, e-passports make up a small percentage of those in circulation due to limited availability and higher cost. 

Moreover, bio-data readers capable of reading the new electronic passports are not in use at all ports of entry (POEs), although they are available at the major international airports in Jakarta, Surabaya, and Bali.

The GOI has included security features in all passports, which are ICAO compliant.  Biodata is on page two and contains a machine-readable zone.  The 2005 version has a glass-bead laminate over the bio-data page that contains holograms of the letters “RI” (for Republik Indonesia).  The 2008 version has the same features but uses a thinner laminate.  Under UV light, page numbers (which match the page numbers visible with the naked eye) appear, as do the letters “RI.”  The UV-sensitive page numbers appear in a different position on each page.  The thread in the centerfold between pages 24 and 25 is also UV-sensitive.  The 2015 non-electronic passport appears to have stronger security features than previous passports and is quickly becoming the most widely used passport as older versions expire and fall out of circulation.
