COVID-19 Update: Phase One of Reopening

On Monday, August 3, this passport center entered phase one of our three-phase reopening plan. During phase one, we will continue to prioritize customers who need a passport in the next 72 hours (3 business days) for a life-or-death emergency only. You must make an appointment. Customers must wear cloth face coverings in all common areas, including our lobbies, and observe strict social distancing.

A limited number of our employees will return to work allowing us to resume processing a limited number of applications we already received. We recommend customers wait to submit new or renewal applications as delays will continue in phase one.

Information for Customers in the McKinney and Plano, TX Commuting Areas

If you're traveling internationally in more than 3 weeks, you can apply in person for your U.S. passport at an acceptance facility in the McKinney and Plano, TX commuting areas which are listed below. If you're eligible to renew your passport by mail, then you do not need to visit an acceptance facility.

These 2 facilities are open for extended hours and require appointments:

  1. Frisco Public Library: Mon-Tue, 5pm-8pm; Thu, 5pm-8pm; Sat, 10am-5pm; Sun, 1pm-5pm. Visit the library's website or call 972-292-5569 to make an appointment
  2. Plano Main Post Office: Mon-Sat, 9am-2pm.  Use the USPS online appointment tool or call 1-844-661-8730 to make an appointment.

These 8 facilities require appointments:

  1. McKinney Post Office: Mon-Fri, 10am-3pm
  2. Frisco Post Office: Mon-Fri, 10am-3pm
  3. Richardson Main Post Office: Mon-Fri, 10:30am-3:30pm
  4. Garland Main Post Office: Mon-Fri, 11am-4pm
  5. Plano Coit Post Office: Mon-Fri, 9am-2pm
  6. Nevada Post Office: Mon-Fri, 9am-3pm
  7. Allen Post Office: Mon-Fri, 10am-3pm
  8. Blue Ridge Post Office: Mon-Fri, 8:30am-12pm and 1pm-3pm

How to Apply at a Passport Agency

1. Find out if you're eligible

If you have a life-or-death emergency, please see Life-or-Death Emergencies.


2. Collect all your application materials

We have an online form filler so you can fill out your form and print it before you arrive for your appointment. You can also print a PDF of your form and complete your form by hand in blue or black ink before you arrive. Both these options reduce the amount of time you spend in our lobby on the day of your appointment. While we have forms available in our lobby, we ask that you bring your own blue or black ink pen to protect the health of other customers and our employees.
  • Appointment confirmation number
  • Printed proof of international travel
    • If you are flying internationally, you must provide a flight receipt or an itinerary. If you are traveling by land or sea to Canada, Mexico, Bermuda, or the Caribbean, you can provide a hotel reservation, cruise tickets, or international car insurance.
  • Completed form(s)*
  • All required supporting documents*
  • One passport photo
  • Application fee and expedite fee. We accept:
    • Major credit cards
    • Debit/Check card (not ATM cards)
    • Cash (exact amount only- no change provided)
    • Checks
    • Bank Draft or Money order
  • If you are applying for a child under 16, both parents and child must be present to apply. You must submit documentation that shows parental relationship to that of the child applying for a passport.  See Children Under 16 for a full list of requirements and documents.

3. Make an appointment

You must make an appointment to apply at a passport agency. Be sure to write down your appointment confirmation number.

4. Arrive early to your appointment

Customers are required to wear face coverings to be able to enter the agency.
  1. We suggest you arrive 30 minutes early to go through security screening. You must show valid government ID to enter the building. Weapons, food, and drinks (except water in a sealable bottle) are not allowed.
  2. No more than 15 minutes prior to your appointment time, take the elevator to the 11th floor, Suite 1120.
  3. Check in at the Information Desk. Give them your appointment confirmation number to verify your appointment.
  4. Be seated and wait until we call your number.
  5. When we call your number, go to your assigned window.
  6. A Department of State employee will review your application and supporting materials and discuss available delivery options.

Please note: We may not see you exactly at your appointment time.


Getting Here

Parking Information

There are parking lots on the corner of Commerce and S. Griffin St. in front of the Federal building; behind the Federal building at S. Griffin and Jackson St.; and at S. Griffin and Wood Street.

Daily parking rates in the area range from $6 – $10 depending on location. Parking rates subject to change without notice.


Travel Advisory for States

  • In response to increased rates of COVID-19 transmission, several states and cities have placed travel advisories for anyone traveling from states that have a significant degree of community-wide spread of COVID-19.
  • The travel advisories may require travelers to self-quarantine for 14 days. Additionally, exceptions may apply for transiting through the state by car, train, bus, or airplane.
  • Customers who schedule an appointment at an agency/center that is located out of state should check for travel advisories of the state where the passport agency/center is located.
