Kazakhstan’s Streamlined Reporting Requirements

The Ministry of Education and Science in Kazakhstan requests the submission of all outstanding post-adoption reports (PARs) for Kazakhstani children adopted by U.S. families. In accordance with Kazakhstani family law, adoptive parents must provide PARs every six months for the first three years after the adoption is finalized and then each year until the child reaches 18 years of age to the Adoption Committee at the Ministry of Education and Science at kopd.mon.rk@gmail.com. This includes 220 PARs for adoptees identified by the Ministry as never having been submitted. 

The Ministry recently simplified reporting requirements to make reporting easier. Families may seek the assistance of an adoption service provider (ASP) but should include the parent(s)’ names, the child’s name and DOB, and the region where the child was adopted. PARs should also include a summary on each of the following:

  • Health and development
  • Education
  • Activities (sports, hobbies, etc.)
  • Family adjustment

PARs should include recent photos of the child in various situations, including family photographs. Families may submit reports in English, but PARs should be apostilled and notarized. The government of Kazakhstan no longer requires translations.

Families may submit PARs directly to the Adoption Committee at the Ministry of Education and Science at kopd.mon.rk@gmail.com. Please copy the Department of State at adoption@state.gov to help ensure the Kazakh government receives submission of your report(s).

Compliance with Kazakhstan’s post-adoption reporting requirements would also contribute to an understanding of the positive impact that intercountry adoption has for children from Kazakhstan who are living in the United States.  

If you already submitted PARs as required by Kazakhstani law, please inform us via email at adoption@state.gov so we can confirm receipt with the Kazakhstani government. Please also let us know if you are submitting a first-ever PAR.

U.S. adoptive parents of children from Kazakhstan may choose to work with one of the U.S. Adoption Service Providers (ASPs) authorized by Kazakhstan to prepare PARs. A list of these ASPs can be found on the Kazakhstani Embassy website.
