Presidential Proclamation 9645 and Presidential Proclamation 9983

On January 20, 2021, President Biden signed a Presidential Proclamation (P.P. 10141) titled “Ending Discriminatory Bans on Entry to the United States.”  This proclamation ends the travel restrictions under Presidential Proclamations 9645 and 9983 and directs the State Department to pursue the processing of visa applications for individuals from affected countries consistent with applicable law and visa processing procedures.  Guidance on State’s implementation of P.P. 10141 can be found here.

Pursuant to President Biden’s Proclamation, the visa restrictions under Proclamations 9645 and 9983 are no longer applicable.

Monthly Reports

The Department of State provides statistical information on the implementation of Presidential Proclamations 9645 and 9983 on a monthly basis.  Between December 8, 2017 and December 31, 2020, 24,397 immigrant and nonimmigrant visa applicants were issued visas pursuant to a waiver of P.P. 9645’s visa restrictions.

Congressionally-Mandated Quarterly Report

Public Law 116-6, the Consolidated Appropriations Act of 2019 mandated that, not later than 90 days after enactment of the act, and every 90 days thereafter until September 30, 2019 (further extended in FY 2020), the Secretary of State, in coordination with the relevant heads of Federal agencies, shall submit a report to the appropriate congressional committees that describes the implementation of P.P. 9645.
