How to Apply at a Passport Agency

1. Find out if you're eligible

To apply at this passport agency, you must:

  • Have international travel within 14 calendar days.
  • Show printed proof of international travel. See examples in the 'Collect all your application materials' section below on this page.
  • Pay the $60 expedite fee with your application fees.
  • Note: If you need a foreign visa, your appointment must be within 28 calendar days of your travel.

If you have a life-or-death emergency, please see Life-or-Death Emergencies. If you don't meet the requirements for an appointment, request expedited service.

We do not charge a fee to make appointments. If you asked to pay for an appointment, you should consider the request to be fraudulent. We are not affiliated with any third-party appointment booking services. We may not be able to honor appointments booked via third parties. Do not attempt to book duplicate appointments.

2. Collect all your application materials

  • Printed confirmation of your appointment
  • Printed proof of international travel
    • Flying: show a flight receipt or an itinerary.
    • Driving or taking a boat to Canada, Mexico, Bermuda, or the Caribbean: show a hotel reservation, cruise or bus tickets, or international car insurance.
  • Fill out your form(s) online and print it 
  • All required supporting documents
  • One passport photo
  • Application fee and expedite fee
    • Pay with a credit or debit card.
    • You can also use a prepaid card that is not linked to a line of credit or bank account, or a digital wallet such as Apple, Google, or Samsung Pay. 
    • You cannot pay with cash, or a check or money order.

3. Make an appointment

Follow these steps:

  1. Go to our Online Passport Appointment System.
  2. Enter information about your travel plans to see if you qualify for an appointment. You may make an appointment for up to 7 members of your household.
  3. Enter your email address. We will email you a code which you must enter to continue making an appointment. Check your junk or spam folder if you do not see the code in your inbox.
  4. Enter your mobile phone number. We will send you an SMS text message with another code you must enter to continue making an appointment.
  5. Finish scheduling your appointment. Check your email for a message confirming the details of your appointment. The system will hold your appointment for 15 minutes. If you do not confirm your appointment within 15 minutes, start over.
  6. If you need to cancel or change the appointment, click the link in the confirmation email to get information about your appointment. If you made an appointment over the phone, forward the email you received confirming your appointment to NPIC@state.gov with “Cancel my Appointment” in the subject line.

4. Arrive early to your appointment

Only the applicant (and/or parents, if applicant is a minor child) will be allowed into the agency to apply for the passport.
  1. Upon arrival you will go through a security check on the 1st floor of the building. Please do not bring any weapons, pocket knives, scissors and cigarette lighters. Do not bring food or drinks. Bringing large bags and electronics such as laptops will increase your time at the security check.  You will be asked to remove all metallic objects and place your belongings on the X-ray table. Expect the possibility of being requested to remove your shoes and other items as well.
  2. After leaving the security screening area, proceed to the last set of elevators. Our office is on the 4th floor.
  3. Once on the 4th floor, listen for instructions from the Uniformed Officers and proceed to the check-in window.  There you will be asked to keep your telephone on silent, and provide your confirmation, PIN, and telephone number.  Additionally you will be vetted to ensure you have completed the passport application and have all other required documents, including your printed travel itinerary, photograph, and original citizenship evidence.  For minor applicants, please know you are required to bring the child to the appointment and must have appropriate parental consent from all parents.
  4. At the check-in window, you will be provided further instructions on how to proceed.

Please note: We may not be able to see you exactly at your appointment time.  An appointment does not guarantee that you will receive a passport.  Once we review your documents, we will provide you with instructions on your next steps.  Please complete your application before arriving at our agency; however, please do not sign the application.  During your appointment, we will request photocopies of your citizenship and identity documents, a passport photograph, and printed proof of international travel.  If you do not have these items when you arrive at our check-in window, your application process will be delayed.

Getting Here

Parking Information

  • You can park near the agency in several locations. which cost an average of $10.
  • You can also park in metered parking spaces on Pierce Street, which is located behind our building.
  • Be aware that some individuals may attempt to scam you and illegally attempt to collect parking fees from you. Only pay for parking online, or pay using a meter or machine. The city of Houston and local parking lots strictly enforce parking rules. Pay close attention to signage and meter timeframes so your vehicle is not booted or towed.
