Invitation to Participate in Conference Call Regarding Adoptions from Haiti on October 23

As noted in the Department of State’s October 1 Adoption Alert, the Department and the U.S. Citizenship and Immigration Services (USCIS) have received information from the Haitian Central Authority, L’Institut du Bien-Etre Social et de Recherches (IBESR), confirming that intercountry adoptions of Haitian children completed as simple adoptions on or after November 15, 2013 must be converted to plenary adoptions. The Department and USCIS travelled to Port-au-Prince in mid-October and raised outstanding questions regarding the simple-to-plenary conversion process in meetings with IBESR, as well as Haiti’s processing of transition and Convention cases. The Department and USCIS will host a conference call to provide a readout of the meetings, and updates on the conversion process and IBESR case processing. We also intend to publish further information on our website.
