The reasons may be varied, including, civil unrest, war, security, and other reasons. The listing provides groupings alphabetically by country for each Embassy Consular Section as follows:

Countries Which Do Not Have an Embassy
Consular Sections with Limited Visa Services
The following U.S. Embassies and Consulates previously provided either nonimmigrant and/or immigrant visa services to the public. However, now these Embassies provide limited visa services because of natural disasters, civil unrest, war, conditions of insecurity, or other reasons.
Afghanistan, Kabul: The U.S. Embassy provides limited visa services, as follows:
- Nonimmigrant visa services are now provided at the U.S. Embassy in Kabul.
- Immigrant visa services are available at the U.S. Embassy in Islamabad.
Iraq, Baghdad: The U.S. Embassy provides limited visa services, as follows:
- Nonimmigrant visa services are limited to only the following:
- A visas (Diplomats and Government officials)
- G visas (Employees and Representatives to International Organizations)
- J visas for international exchange programs and F visas for students
- Certain B visas (only for those whose travel is funded directly by the U.S. or Iraqi government)
- For all other visa types (business and tourism, medical treatment, family emergencies, etc.), please see the website for the U.S. Embassy in Amman, Jordan, or at any other Embassy or Consulate. (Exceptions are made for rare emergency medical cases in which the applicant is unable to travel.)
- Immigrant visa services are now provided at the U.S. Embassy in Baghdad.

Libya, Tripoli: The U.S. Embassy provides limited visa services, as follows:
- Nonimmigrant visa services are now provided at the U.S. Embassy in Tripoli.
- Immigrant Visa services are available at the U.S. Embassy in Tunis.
Netherlands Antilles, Curacao: The Consulate provides limited visa services, as follows:

All nonimmigrant visa classes except tourist (B) are provided at the U.S. Embassy in Curacao.
- Immigrant visa services are available at the U.S. Embassy Caracas for residents of Aruba, Bonaire, and Curacao. For residents of St. Maarten, Saba, and St. Eustatius, immigrant visa services are available at the U.S. Embassy in Bridgetown.
Saudi Arabia, Jeddah: The U.S. Embassy provides limited visa services, as follows:
- A visas (Diplomats and Government officials)
- G visas (Employees and Representatives to International Organizations)
- J visas for government sponsored international exchange programs.
- F visas for students.
- B-1 Visas that are referred to the Consular Section by other U.S. Government entities.
- All other visa services are available through the American Embassy in Riyadh, Saudi Arabia.
Sierra Leone, Freetown: The U.S. Embassy provides limited visa services, as follows:
- Provides nonimmigrant visa services.
- Immigrant visa services are available at the U.S. Embassy in Dakar, Senegal. For more information, go to the website of the U.S. Embassy in Dakar.
- Diversity Visa services are available at the U.S. Embassy in Abidjan. For more information, go to the website of the U.S. Embassy in Abidjan.
Sudan, Khartoum: The U.S. Embassy consular section provides limited visa services. The Khartoum consular office is based in Cairo, Egypt. Consular visits are usually monthly and last approximately two weeks.
- Nonimmigrant visa services are limited to only the following:
- A visas (Diplomats and Government Officials)
- G visas (Employees and Representatives to International Organizations)
- B and J visas (only certain official programs)
- Visa services are available at the U.S. Embassy in Cairo

Yemen, Sana'a: U.S. Embassy Sanaa provides limited visa services at this time due to security concerns.
- Immigrant visa applicants will be notified by the National Visa Center (NVC) or the embassy consular section of their interview date, or if their interview has been rescheduled.
- U.S. Embassy Sana'a accepts very limited numbers of nonimmigrant visa appointments due to continuing security concerns. Non-immigrant visa appointments may be requested by sending an email request to consularsanaa@state.gov. Please note that applicants may face significant delays in receiving an interview date.
Consular Sections - Visa Services Closed (No Visa Services)
The following list includes U.S. Embassy or Consulate consular sections which have provided either nonimmigrant or immigrant visa services, or both in the past, but are currently closed. Therefore, no visa services are being provided, at this time. Please note that Embassies or Consulates closed for holidays are not included on this list. If you have an IV or NIV appointment at one of these embassies or consulates, please contact the consular section before traveling to the appointment.
Belarus, Minsk: The Embassy does not provide visa services at this time.
- Nonimmigrant Visas - While applicants may apply in person at any U.S. Embassy or U.S. Consulate where they have an appointment, suggested posts for residents of Belarus are U.S. Embassy Moscow, U.S. Consulate St. Petersburg, U.S. Embassy Warsaw, U.S. Embassy Kyiv (each of these suggested posts have additional information for non-resident applicants on their websites). To apply, please contact a U.S. Embassy or Consulate directly. Please be aware that at some posts, particularly at U.S. Embassies Vilnius, Tallinn and Riga, the number of visa appointments available for non-residents is extremely limited, and interviews may have to be conducted in English.
- Immigrant visa applications for residents of Belarus continue to be processed at US Embassy Warsaw; all applicants for K visas should contact Warsaw as well.
Eritrea, Asmara: The Embassy does not provide visa services at this time.
- Effective December 4, 2006, nonimmigrant visa services are suspended temporarily until further notice.
- U.S. Embassy Asmara will continue to accept documents relating to pending immigrant visa applications (including Diversity Visa and Asylee document intake) but no appointments can be scheduled until the visa section reopens again. Immigrant visa services are available at U.S. Embassy Cairo or U.S. Embassy Nairobi.

Guinea-Bissau, Bissau: The Embassy is currently closed.
- Nonimmigrant visa services are available at the U.S. Embassy in Lisbon, Portugal.
- Immigrant visa services are available in the U.S. Embassy in Dakar, Senegal.
Haiti, Port Au Prince: Normal visa operations are suspended while the Embassy focuses its limited resources on helping American citizens in Haiti. This website will be updated when post visa operations resume.
Montenegro, Podgorica: The Embassy does not provide visa services at this time.
- Visa services are available at the U.S. Embassy in Belgrade, Serbia.
Countries Which Do Not Have an Embassy
While most countries have a U.S. Embassy located in that country, several countries do not, as listed below. See the information below regarding visa services for citizens who are seeking to apply for a U.S. visa, and who currently reside in the following countries:
- Visa services are available at U.S. Embassy in Vienna, U.S. Embassy in Ankara, U.S. Embassy in Abu Dhabi, U.S. Consulate in Dubai, U.S. Consulate in Frankfurt, and U.S. Consulate in Naples. Applicants should be aware that the interview may be delayed if a Farsi-speaking officer is unavailable.
- No specific post has been named to accept North Korean cases. When visa issuance is necessary, the American Embassy in Beijing generally processes the applications since Beijing is the most convenient location.
