Documents

Civil documents, except as noted below, are available in Turkmenistan. Certified copies of available documents may be exported. The person to whom the record pertains must obtain a certified copy at a local notary office, authenticates the notary's seal and signature at the Ministry of Justice.

Some civil records were destroyed during World War II and may not be available. Local authorities generally will issue a certificate to that effect, although the process may take months. A replacement statement of identity is also available from local authorities when the birth certificate is unavailable.

The Embassy in Ashgabat cannot assist in obtaining civil documents or verifying the accuracy of civil records in Turkmenistan.

Birth, Marriage, Divorce and Death Certificates

Available. Unauthenticated and uncertified copies of these documents may be obtained by Turkmen citizens for a nominal fee upon direct application to the Bureau of Registration of Acts of Civil Status (ZAGS) of the locality having custody of the records.

Police and Prison Records

Available upon official written request to the Government of Turkmenistan. Applicants should contact the Consular Section of the U.S. Embassy in Ashgabat who will make the request on behalf of the applicant. Applicants must provide a copy of the biographic data page and the "registration stamp" page of their passport (if applicable). In addition, applicants must provide their address and place of registration while in Turkmenistan. Police certificates are generally issued within two weeks. Translations are not usually provided.

Police and prison records are kept by the Ministry of Internal Affairs or the Committee on National Security. Court records are generally available for use in countries of the former Soviet Union, but authorities may refuse to permit the export of some records.

Military Records

Unavailable. Military records are kept by the military authorities but are not available for individual use.

Turkmen Internal Residence Documents

There are three types of Turkmen documents with which a person may reside in Turkmenistan.

  1. Internal passport (pasport),
  2. Foreigner's Residence Permit (Vid Na Zhitel'stvo Dlya inostranstsa),
  3. Residence permit for Stateless Persons (Vid Na Zhitel'stvo Dlya Lits Bez Grazhdanstva).

Turkmen Travel Documents

Available. Turkmenistan introduced new national passports in 1997. There are currently five types of travel documents in Turkmenistan:

  1. Diplomatic passport (green cover);
  2. Official passport (blue cover);
  3. Tourist passport (green cover);
  4. Red USSR passport annotated for Turkmenistan;
  5. Residence permit for stateless persons.

Note: Note: Turkmen passports show no expiration date. An expiration date of ten (10) years from the date of passport issuance should be recorded, and any issued visa should be annotated to read: PASSPORT SHOWS NO EXPIRATION DATE.

The red USSR passports issued prior to 1997 are valid until their expiration dates, but all passports presently issued are of the new national design.

The first two are issued by the Ministry of Foreign Affairs.

The MFA may also issue tourist passports for persons traveling on official business, exchange visitors, and some high-ranking officials. The passport department of a regional subdivision of the Ministry of Internal Affairs (OVIR) issues passports for people traveling abroad for private business and pleasure.

All three types of passports permit the bearer to re-enter Turkmenistan without a specific entry visa. The Residence Permit for Stateless Persons is not sufficient by itself for re-entry, and must bear a specific entry visa before the bearer will be allowed to return to Turkmenistan.

Special Clearance and Issuance Procedures - Official Travel

  • VISAS BEAR SAO Requests: The cases of official and diplomatic visa applicants who otherwise require Security Advisory Opinions, such as DPT-00 CLASS entries or possible ineligibility under INA 212(a)(3), must be submitted by means of a Visas Bear telegram, unless the Visas Pegasus procedure described below applies.
  • VISAS PEGASUS Name Check Requests: Applicants who are DPT-00 CLASS entries and who are coming to attend pre-ministerial, ministerial, pre-summit, summit, and White House meetings may be issued visas on a post check basis provided that a VISAS PEGASUS telegram is sent to the Department immediately upon issuance.
