Documents

Birth Certificates

Available. The certificate is obtained from the office of the Mayor (la Mairie) where the birth took place. The Extrait du Registre des Actes de Naissance is included in a summary document entitled Etat Civile. Births registered within 45 days of the event will show the registry number, names of the child and both parents, as well as the date and time of birth.

Note: (If the father’s name does not appear, or if the child carries the mother’s surname, then the child is not recognized by the father).

Births registered between 45 days and up to one year following the birth will have the statement ‘Declaration Tardive’ written at the top of the form. If a birth is not registered within one year, the parents must petition the Courts for permission to register the birth. If approved, parents must register with the office having jurisdiction over the place of birth. The fact that the birth was registered by court judgment will be reflected on the Extrait. If the applicant was born in a place other than Dakar, a birth certificate may still be requested through the Dakar City Hall. There may be a fee for this service.

Note: On the reverse side of the Etat Civil document is a section entitled ‘Mentious Marginales’ for recording all the significant civil acts that take place in a person’s life, e.g. marriage, birth of children, divorce, etc. Few of the forms, however, will have this information, as the applicant must travel to his or her home district to have the information recorded, despite the fact that the act itself may have occurred in another region.

The ‘Bulletin de Naissance’ is a summary document, which records the registry number, the child’s name, parents’ names, and date and hour of birth. The Bulletin de Naissance does not indicate late registration of a birth. There may be a fee for this service.

Marriage Certificates

Available. The Marriage Certificate can be obtained from the office of the Mayor where the marriage took place. There are two types of marriage certificates in Senegal: a ‘Certificat de Mariage Celebre’ indicates that the marriage was registered the same day as the ceremony took place. The ‘Certificat de Mariage Constate’ reflects that the marriage was registered at a time subsequent to the date of marriage. If the applicant was married in a place other than Dakar, a marriage certificate may still be requested through the Dakar City Hall. There may be a fee for this service.

Divorce Certificates

Available. A Divorce Certificate (Extrait de Divorce) may be obtained from the Office of the Mayor. A Divorce Judgment (Jugement de Divorce) may be obtained from the Greffier de Tribunal Civil where the judgment was pronounced. There may be a fee for this service.

Death Certificates

Available. The Extrait du Registre des Actes de Deces may be obtained from the office of the Mayor, where the event took place. There may be a fee for this service.

Police Records

Available. A judicial record (Extrait de Casier Judiciaire) equivalent to a police certificate for citizens of Senegal may be obtained in person or by writing to the civil court in the region where the applicant was born. The civil courts of Senegal's regions are in the following regional capitals: Dakar, Diourbel, Kaolack, Fatick, Kolda, Louga, St. Louis, Tambacounda, Thies and Ziguinchor. (An eleventh region: Matam, is in the process of being implemented. A fee of CFA 380 is required for the processing of the judicial record and it normally takes 24 hours to process the request.

Felony records are expunged ten years following completion of the sentence; misdemeanors are expunged five years following completion of the sentence; traffic offenses are expunged two years after the offense.

Foreigners can obtain a police record, (Extrait de Casier Judiciaire Special), from the Greffier de la Cour D'Appel Du Tribunal Departemental de Dakar, Bloc Des Madeleine, Avenue Andre Peytavin, Dakar, Senegal. The same fee of CFA 380 is collected for the service. Foreigners need to include a form of photo ID and the names of their parents with the request for the police report. It takes two days to one week to process this request. For foreigners in Senegal, they can pay the fee directly at the court. For former residents currently living outside of Senegal who are requesting the police report from abroad, the fee must be paid by bank draft.

Senegal's system for records of convictions is not automated. Searches for police certificates are conducted manually through the tribunal's log books. Convictions are indexed by name. All convictions for foreigners are centralized at the "Section Des Etrangers" (Foreigners' Section).

Prison Records

Available. Prison records are included in the judicial record (Casier Judiciaire). See POLICE RECORD.

Military Records

Available. (Certificat de Position Militaire) Documents concerning the military service are obtainable from the Bureau de Recrutement, l'Etat Major-General, Camp Dial Diop, Dakar. There may be a fee for this service.
