Documents

Birth, Marriage, Divorce and Death Certificates

Birth, marriage, divorce, and death certificates from 1975 may be obtained from the local civil registration bureau, commonly called the "Marriage Palace," in the city where the applicant is registered. Civil documents from 1915 to 1975 are located in the Vilnius "Marriage Palace" at Kalinausko Street 21. There is no standard procedure or form for requesting these documents. There may be a fee for this service.

Police Records

Police reports are available from the Ministry of Internal Affairs Office of Informatics,on Šventaragio 2, Vilnius. Applicants must submit a statement with their name, date and place of birth, and address. Applicants who are Lithuanian citizens must also include their personal identification number (Asmens Kodas). Applicants can send the statement by mail and address it to the Office of Informatics of the Ministry of Internal Affairs, or they can bring the statement to the reception room of the Ministry of Internal Affairs. Ministry of Internal Affairs policy is to issue the police check only in the current name of the applicant (based on the name contained on the most current identification document), however, the police check is conducted against the applicant’s personal identification number and other databases, so the check is comprehensive and should include a conviction under any alias used by the same subject. A prison record will be noted on the police certificate if applicable. The Ministry prepares the record in two weeks.

Military Records

Available from Mobilization Office of Territorial Defence Staff of Vilnius District, Mindaugo 26, Vilnius. Applicants must submit their military card. The record is prepared in several hours.

Passport and Other Travel Documents

Lithuanian Citizens: The Lithuanian passport serves as a domestic identity document and foreign travel document when validated for foreign travel. The validation stamp is generally valid for five years or to the date of expiration of the passport. Passports expire one month after the bearer's 25th and 45th birthdays, at which time the bearer must apply for a replacement passport, validation stamp for foreign travel, and registration of family and place of residence. Children under 16 are issued a Child's Travel Document or regular passport.

Non-citizens: Lithuania issues Alien Resident Passports to former Soviet Citizens who did not return to Russia or acquire Lithuanian citizenship. Alien Resident Passports may also be issued to political asylees whose passports from their country of citizenship have expired.

According to the GOL the travel document confirms the personal ID and citizenship of the foreigner and gives them the right to go abroad and return to Lithuania during the validity period of the passport. The passport is grey in color and has the seal of Lithuania on it along with the words "Lietuvos Respublika" and "Uzsieniecio Pasas" (roughly alien's passport) embossed in gold on the cover.
