Police Records

Persons resident in Liberia can obtain Police Clearance by contacting the Records and Identification Section of the Liberia National Police Headquarters at Capital Hill, Monrovia, Liberia. The mailing address is:

Applicants submitting applications for Police Clearances must pay 200LD or $5.00USD for the application, and submit two passport size photos. The process is done manually and requires five working days for issuance.

Third country nationals residing in Liberia can obtain a Police Clearance using the same procedure which will be available from their date of arrival in Liberia.

No other civil documents are available due to civil unrest.

Passport and Other Travel Documents

Posts are advised that Liberian law provides that only persons “who are Negroes or of Negro descent shall qualify by birth or by naturalization to be citizens of Liberia. The Department holds that an applicant must present proof of nationality or be stateless to qualify for a visa. Those who present Liberian passports, including diplomatic passports, and claim Liberian citizenship, who are not of African descent, are not eligible for Liberian citizenship and have not presented a valid travel document for visa purposes. As the Liberian diplomatic passport does not state nationality, particular caution should be exercised whenever it is presented by a non-African.

Special Clearance and Issuance Procedures

The Sierra Leone Proclamation 7359, issued October 10, 2000, affects the visa eligibility of certain Liberians.

Under Section 212(f) of the Immigration and Nationality Act, the President signed a proclamation on October 10, 2000, restricting the entry into the United Sates as immigrants and nonimmigrants certain foreign nationals who plan, engage in, or benefit from activities that support the Revolutionary United Front or that otherwise impeded the peace process in Sierra Leone, and the spouses, children of any age, and parents of such persons.

Visas Donkey Security Advisory Opinion Requests: In order to facilitate a thorough review of cases affected by the Presidential Proclamation, posts should submit a Visas Donkey Advisory Opinion request on any visa applicants in the following categories, regardless of the results of CLASS name checks.

  1. Ministers, Deputy Ministers, and top officials of the Liberian Government.
  2. Military officers of field or higher grade and officers of equivalent ranks in the Anti-Terrorist Brigade (ATB), Special Security Services (SSS), Liberian National Police (LNP), Special Operations Branch/Division (SOD), and other security services.
  3. Senior officials of the Central Bank of Liberia, and Directors General and their deputies of parastatal companies, and companies with significant government participation.
  4. Other material supporters of President Charles Taylor or Liberian Security Services.
  5. Spouses, children of any age, and parents of individuals in the above categories.

When a Visas Donkey Security Advisory Opinion has been requested, the Department's response is required prior to visa issuance.

In addition to the above requirements, a Visas Bear Security Advisory Opinion cable is required for Liberian officials on permanent assignment to the Liberian Embassy in Washington, Consulate in New York and Liberian Mission to the United Nations. Applicants requesting official visas for TDY purposes including meetings, do not require SAOs. G-4 visa applicants also are not subject to the SAO requirements. Visas Bear SAO requests should be slugged for CA/VO/L/C, AF/W, IO/UNP, and S/CPR, with AmEmbassy Monrovia as an info addressee.
