Documents

Civil documents, except as noted below, are available in the Republic of Georgia. Certified copies of available documents may be exported. The person to whom the record pertains must obtain a certified copy of the document at the Republican Notary Office. The document is taken to the Bureau of Acts of Civil Status (ZAGS) and Notary Department of the Ministry of Justice for authentication, and then to the Ministry of Foreign Affairs (MFA) for authentication of the Ministry of Justice seal. Civil documents in "DIZ" form (obtained from “ZAGS” by persons emigrating from Georgia) can be taken directly for certification to the Ministry of Foreign Affairs (MFA). Documents in "DIZ" form can be obtained on the basis of previous documents and/or the Acts record kept in the local “ZAGS” office or city, republican, or regional archives. The American Embassy in Tbilisi can authenticate the seal and signature of Georgian MFA officials.

Some civil records were destroyed during World War II or during the internal conflict in Abkhazia, and may not be available. In these cases the Georgian city, republican, or regional archive will issue a certificate indicating that the document is lost. Replacement documents can be obtained if Acts records are available at the archive. If such a record cannot be retrieved, the regional “ZAGS” office can issue a replacement document on the basis of other relevant available documentation. If no supporting documentation is available, a court must review the matter and decide whether documentation can be issued.

The U.S. Embassy in Tbilisi cannot assist in obtaining civil documents or verifying the accuracy of civil records in Georgia.

Birth, Marriage, Divorce and Death Certificates

Available. Unauthenticated and uncertified copies of these documents may be obtained upon direct application to the Bureau of Acts of Civil Status (ZAGS). The "DIZ" form should be used if the documents are to be exported.

Adoption Certificates

Available. Certificates of adoption can be obtained through a regional “ZAGS” office.

Police and Prison Records

Available. The Information Center of the Ministry of Internal Affairs maintains a centralized database of police and prison records indexed by name, date and place of birth. The records also contain fingerprints of convicted persons. The records are maintained at the:

Individuals living in Tbilisi may obtain police and prison records free of charge upon direct application to the Ministry of Internal Affairs within five working days. Individuals complete an application form which includes information on their full name including patronymic and their Georgian personal identification number. Persons living outside of Tbilisi or outside of Georgia can apply by proxy (e.g. relative in Tbilisi) or through the mail with a written request stating the type of record required and the purpose for which the information is being sought. If a person has a criminal record, police may prefer to send the information directly to the requesting office. A court record of a sentence is available, while criminal investigation and court trial records are unavailable.

Military Records

Available. Records of service in the Armed Forces can be obtained at the local "Commissariat". This record will be in the form of a Military Service Book (Voyenniy Bilet), indicating the place and length of service and the military rank of the person. If applicable, a record of participation in recent military actions on Georgian territory will also be included.

Internal Residence Documents

In lieu of internal Soviet passports, Georgian citizens are able to receive identity cards at the district police precinct. The laminated photo ID card is a little larger than a U.S. driver’s license and contains the following information in Georgian: personal number, given name, last name, date of birth, place of birth, nationality (different from citizenship), ID card number, citizen’s signature, address, the body issuing the ID card, issuance date, expiration date, and signature of the responsible official.

Passport and Other Travel Documents

There are three types of Georgian passports: regular (maroon cover), diplomatic (dark blue cover), and service (green cover). The Government of Georgia no longer considers Soviet passports to be valid travel documents for Georgian citizens; therefore, they are not valid for visa-issuing purposes.

Special Clearance and Issuance Procedures - Official Travel

  • VISAS BEAR SAO Requests: The cases of official and diplomatic visa applicants who otherwise require security advisory opinions, such as Dpt. 00 CLASS entries or possible ineligibility under INA 212(a)(3), must be submitted by means of a Visas Bear request unless the Visas Pegasus procedure applies. (see below).
  • VISAS PEGASUS name check requests: Applicants who are DPT-00 CLASS entries and who are coming to attend pre-ministerial, ministerial, pre-summit, summit, and White House meetings may be issued visas without prior clearance from the Department, provided that a Visas Pegasus request is sent to the Department immediately upon issuance.
