Documents

Birth Certificates

Available. Birth certificates are issued by the Civil Registry Offices of each canton and parroquia for births recorded in the canton or parroquia, and also by the Direccion General del Registro Civil in Quito, which maintains records for the whole country.

As the civil registry dates from 1901, no civil records exist prior to that date and, consequently, baptismal records of parish churches are accepted as legal birth records for births prior to 1901.

For a birth subsequent to the establishment of the Civil Registry, a baptismal record is merely evidence which, supported by the testimony of persons having knowledge of the birth, can be used to obtain a certificate from the Civil Registry.

Adoption Certificates

Available. May be obtained in the same manner as a birth certificate. The certificate contains both the adoptive and natural parents' names.

Marriage, Divorce, Death, and Change-of-Name Certificates

The Civil Registry maintains other civil records, such as records of marriages, divorces, deaths, changes of name, and recognition of illegitimate children. These records date from 1901, the time of the establishment of the Civil Registry.

Note: Since experience has shown that any Ecuadorian civil document may contain erroneous information, although it may actually have been obtained from the correct local authority, the Embassy at Quito and the Consulate General at Guayaquil will attempt to verify any document submitted by other posts. However caution by other post is advisable when reviewing Ecuadorian documents. Submission of originals would be preferable.

Police Records

The Certificade de Antecedentes Personales is available to Ecuadorians who are over the age of 18, who are physically present in Ecuador, who possess a Cedula de Identidad or passport and who apply in person at the Jefaturas y Subjefaturas Provinciales de la Policia Judicial.

The applicant’s passport size photo is glued to the certificate and is covered with a seal. Those who are said to have no record will have a stamp ‘Negativo’ with the date on the form and will have a validity of three months from the issuance date. A negative certificate does not necessarily mean the subject has no police record, since police records can be purged upon the subject’s request without judicial permission.

Ecuadorians residing outside of Ecuador can obtain their Police Record by having a close relative that lives in Ecuador submit a request. The relative will show his/her cedula as proof of relationship to obtain the police record. This form will contain the same information and may be issued within 2 days for a fee of $17.00 payable at Puente Portete Y Avenida Barcelona S/N, in Guayaquil, or at the Office of Archivo Central (Police Central Archive) located at Ave. Cuenca and Mideros St. in Quito. Only Ecuadorians can apply to Jefaturas and Subjefaturas Provinciales de la Policia Judicial. The applicant must first provide full names (paternal and maternal), cedula number and one photo.

No police documents are available for foreigners who reside in or have resided in Ecuador.

Prison Records

Available. The Certificado de Antecedentes indicates only whether or not a prison record exists. Details of the imprisonment must be obtained from the Archivo Central, Policia Nacional, Cuenca y Mideros, Quito.
