Documents
Note: All civil records, with the exception of the Extrait du Casier Judiciaire, must be requested from the appropriate office in the district in which the event (birth, marriage, death, etc.) took place.
Birth Certificates
Available. Birth certificates, Actes de Naissance or Extraits d'Actes de Naissance, together with records of marriage and death, are maintained by the District Registrar (Officier de l'Etat Civil). The first registers were inaugurated on January 7, l886. They do not include natives of the Democratic Republic of the Congo still living in tribal conditions.
Marriage Certificates
Available. Extraits d'Actes de Mariage or Actes de Mariage are available and are issued and legalized by the same officials and for a fee comparable to birth certificates. It should be noted that some natives still believe in, and practice polygamy, despite the fact that the Democratic Republic of the Congo is officially a monogamous country.
Divorce Certificates
Available. Certificats de Divorce are obtained from the Registrar of Births, Deaths, and Marriages for the district in which the marriage occurred.
If the marriage occurred elsewhere than in the Democratic Republic of the Congo, proof of divorce may be furnished in the form of a certified copy of the Decree of Divorce issued by the Clerk (Greffier) of the Court in which the divorce was granted.
Death Certificates
Extraits d'Actes de Deces or Actes de deces are available to the same extent and obtained from the same officials.
Police Records
Available. When requesting a police clearance, it is essential that the full name of the applicant’s mother and father and their date and place of birth be included with the request. A penal record, Extrait du Casier Judiciaire, may be obtained from the Inspector General of the Criminal Police (Police Judiciaire) in Kinshasa. This document includes details of dates and courts of condemnation, nature of the offense and sentence imposed, and the possibility of deportation proceedings. It is signed on behalf of the Attorney General and bears the seal of the Attorney General or the office seal.
Prison Records
Available. Acte de Liberation is issued to all former prisoners upon their release, listing the crime for which they were convicted and the sentence imposed.

Passport and Other Travel Documents
The Government of the Democratic Republic of Congo (DRC) has issued a new style of passport, and has declared that, effective May 31, 2000, previous versions of both DRC and Zaire passports are no longer valid.
The DRC diplomatic/service passports utilize the same format as the DRC tourist passports.
The diplomatic passport is burgundy red, while the service passport is forest green, and the tourist passport is navy blue. All three passports have soft covers in the appropriate color. The color motif is printed in gold, beginning with the words -REPUBLIQUE DEMOCRATIQUE DU CONGO - as well as a seal depicting a lion's head suspended over three joined hands enclosed by palm fronds with the words - DEMOCRATIE, JUSTICE, UNITE - printed directly under the palm fronds on an outline of a ribbon. The motif ends with the words - PASSEPORT DIPLOMATIQUE (diplomatic), PASSEPORTE DE SERVICE (service) or PASSEPORT (tourist).
These passports, (although not machine-readable), now include a security laminate over the personal information page and are the same size as standard U.S. diplomatic, official and tourist passports. New DRC diplomatic/service passports are invalid if they are issued outside of Kinshasa, and/or have an issuance date before February 25, 2000. New DRC tourist passports may be issued by in-country DRC passport authorities in major cities as well as at DRC embassies/consulates outside of the DRC.
Previous versions of Zaire/DRC passports in circulation
There are many previous versions of Zaire/DRC passports still in circulation. At the request of the DRC Government, the following measures should be taken immediately in order to assist them in their quest to achieve a more perfect uniformity of passport issuance:
A. Diplomatic, service and tourists passports with a leopard's head motif that are any shade of green with the inscription - REPUBLIQUE DU ZAIRE - with either hard covers without a laminate (hard cover Zaire/DRC passports never have laminates) or soft covers with a laminate are no longer valid.
B. Diplomatic, service, and tourist passports with a leopard's head motif of any color with hard covers with the inscription - REPUBLIQUE DEMOCRATIQUE DU CONGO- are no longer valid.
